Barbara B. McNeil was born in Brewster, Florida on August 23, 1944 to her parents, the late J.W. Borders, Sr. and Eula Mae Williams. She accepted Christ at the early age of 17 at First Baptist Church in Bradley, Florida where she was baptized. She attended school at Union Academy High School and received her High School diploma. She continued her education at St. Vincent’s Medical Center as a Nurse Assistant.

Barbara met and married Charlie J. McNeil, Sr. in Jacksonville, Florida on March 11, 1966. From this union was born one son, Charlie J. McNeil, Jr. (Chuck) and one daughter, Tangela S. McNeil (Tangie). She departed this life on July 5, 2020 and was preceded in death by John W. Borders (brother), Kerry A. Borders (brother), Theodore R. Borders (brother), Willie J. Borders (brother), Charles E. Borders (brother), Betty Jo Johnson (sister), and Joyce D. Smith (sister).

Barbara leaves to mourn her passing husband, Charlie J. McNeil, Sr.; two children: Chuck McNeil and Tangie McNeil; daughter-in-law: Elsie McNeil; two sisters: Mary B. Butler and Deloria Y. Borders; four sisters-in-law: Eddie Jo Borders, Willa Mae Pratt, Mildred Hunter, and Joan McNeil; three grandchildren: Mia M. McNeil, Charlie McNeil III, and Charles A. Kohn, V (CJ); a host of cousins, nieces/nephews. great nieces/nephews, close friends: Fannie Richo and Columbus Taylor, and a host of other relatives and friends.

The funeral service for Barbara McNeil will be held at 11:00 am Wednesday, July 15th, 2020 at the Samuel C. Rogers Jr. Memorial Chapel 4315 N. Main Street Jacksonville, FL 32206. The visitation will be 5:00 -7:00 pm, Tuesday, July 14th, 2020 at the Funerals by T.S. Warden 4315 North Main Street Jacksonville, FL 32206. Interment in Jacksonville National Cemetery.
