Clifford was born on October 21, 1936 to Eddie Lee and Charlie Mae Williams in Jacksonville, Florida. He confessed Christ at the age of 12 years old uniting with St. Thomas Baptist Church and re-dedicated his life again at the age of 81. Clifford attended the local schools of Duval County graduating from Old Stanton Senior High, Class of 1954.

Clifford met Betty J. Pullins and they had dated since the tender age of 14, he later married his sweetheart in 1955 in Folkston, Georgia and they were married for 63 years. From this union two children were born, Debra and Cherlyn.

Clifford departed this life on Saturday, October 27, 2018. He was preceded in death by his parents, Eddie and Charlie Mae Williams; daughter, Cherlyn Williams; father and mother-in-law, Jessie and Adell Pullins, Sr.

Clifford leaves to cherish his memories: his wife, Betty Williams; daughter, Minister Debra Jeffreys; grandsons, Terrell T. Jeffreys, Tramainel L. Jeffreys, Treshawn Jeffreys, The Honorable Mentioned Dallas Brown, Jr., Tasha Brunge; granddaughters, Tramaya “Sparkle” Jeffreys and Nicole “Nikki” Jeffreys; a faithful and devoted godson, Lonnie Simms and a host of nephews, nieces, cousins, other relatives and friends.
