Rosa Mae Dickens was born August 5, 1948 in Virginia Beach, Virginia to Mary Lee and Winslow Palmer. She attended schools in Virginia Beach and received her education at Kempsville High School. She later met and married Pete Dickens in North Carolina.

Rosa departed this life on November 26, 2019. She was preceded in death by: her parents; brother, James Palmer; and sister, Lucille Epps.

Rosa leaves to mourn her passing her daughters, Angela Thornton (Tremayne) and Nicole Palmer; grandchildren, Trevouris Owens, Tesha Palmer, Angelo Davis, Alexis Jones, NyAsia Thornton, and Mikeyia Thornton; great-grandchildren, Kayden Owens and Kennedy Owens; sisters, Doristeen Gregory, Carietha Tucker, Melvine Haynes (Wesley), Stella Freeman, Frances Chiplin (Bobby); brother, Milton Palmer (Barbara); and a host of other relatives and friends.
